All the attendant problems of developing an effective promotional strategy in domestic marketing plus all the cultural problems must be overcome to have a successful promotional program. A major consideration for foreign marketers is to ascertain that all constraints (cultural diversity, media limitations, legal problems etc.) are controlled so the right message is communicated to and received by prospective consumers.
